InnoMedia is a coordination and support action under the Horizon 2020 Framework.

Regional public authorities plan the territorial innovation policies, regional innovation support agencies design and/or implement innovation support programmes for SMEs in accordance with the innovation policies, monitor and evaluate the programmes outcomes, promote and manage regional innovation ecosystems, i.e. innovation-friendly environments.

InnoMedia is ultimately a peer learning action for three innovation support agencies of three different European countries about policies, programmes, tools and services for SME innovation, which aims at enhancing the effectiveness of regional development policies and contribute to the transformation of knowledge into new products and services, innovative and attractive for the market.

InnoMedia website is a permanent learning tool and key tool for dissemination, exploitation and communication of the InnoMedia activities and results as well as a virtual debate forum about all topics pertaining to the SME innovation challenge open to any regional innovation player in Europe.

Design Option Papers

The ‘Design Option Paper’ (DOP) was the main outcome of the InnoMedia project.

It was intended for documenting and reporting the peer learning implementation options as well as the respective guidelines and working proposals about how to plan, design and deliver a better and more effective approach to SME innovation support, that the participants intend to develop and release to the fullest public extent. Of course, the Design Option Paper also collects the results of the review and benchmark of European innovation policies. Altogether, the DOP presents the new and comprehensive approach to SME innovation support and the advanced innovation tools and methods developed by the three partners.

BUSINESS INNOVATION CENTRE SRL – ITALY – www.innovabic.it

Innova BIC s.r.l (www.innovabic.it) was established in December 1994 on the initiative of DGXVI in the field of a Community programme actuating “European Centres of enterprise and innovation” (CEII or Business Innovation centre). Its shareholders are the Municipality of Messina, the University of Messina and the Provincial administration of Messina. Innova BIC is a full member of E.B.N. (European Business Innovation Centre Network) and member of Italian Confindustria, the Italian industry association. In 2002 it was certified ISO 9001 and in 2008 ISO 14001. Innova BIC represents the interface between productive and social world, local authorities and research institutions, facilitating dialogue and the impact on the area. In addition, it acts as link between the local context and local industries and the foreign markets, fostering the internationalization of the local economy and the attraction of investments. Innova BIC is an organization specialized in the technology transfer of clean technology and in the support of S&T policies, in particular in the Mediterranean Area. Innova BIC acts as an agency for the development of the territories through training, project management, strategic consultancy, etc. Innova BIC has an extensive background in European Programme on energy, water treatment and transport fields. In particular, in the FP7, it was project coordinator of ETRERA_2020 (www.etrera2020.eu) and partner in several projects, such as FP4BATIW project (www.fp4batiw.eu), the BILAT EU-TUNISIA FETRIC (www.fetric.eu), FrontierCities project (www.fi-frontiercities.eu) and relevant projects such as ERECI under EuropeAid and CERTUS project by Intelligent Energy Efficiency Programme. Innova BIC is also involved in Regional and National Programmes aiming to enhance entrepreneurial skills and local development.

RCISD

REGIONAL CENTRE FOR INFORMATION AND SCIENTIFIC DEVELOPMENT – HUNGARY – http://rcisd.eu/

The Regional Centre for Information and Scientific Development (RCISD) is an innovative SME, founded by scientists and R&D managers to carry out scientific research but also to manage R&D projects and to participate in coordination & support actions. As a fast-moving actor, the flexibility of an SME makes it possible to identify and address real market needs and opportunities. RCISD is an “exchange place” between scientific knowledge and managerial skills which are brought together to establish mechanisms, provide services and set up and manage common activities. RCISD also provides a forum where several organisations from different sectors can meet, exchange views and prepare themselves for joint R&D projects. With its resources and specialised tools RCISD aims to lower the barrier between ideas and implementation to make it easier for innovative players to exploit research results and contribute to the European Research Area and a sustainable European competitive position in global economy. The backbone of RCISD is the qualification and experience of human resources having long-standing experience in project participation (both from the scientific and the management side) supported by the European Commission (since 1994). As a well-established platform for regional and international cooperation RCISD is particularly interested in contributing to the development and integration of support strategies and decision making practices in strategic international cooperation projects. Steinbeis Innovation GGMBH

Steinbeis 2i GmbH was founded in 2016 as a 100% spin-off of Steinbeis-Europa- Zentrum (SEZ) and has offices located in Stuttgart and Karlsruhe. Steinbeis 2i is committed to working in the areas of innovation and internationalisation, building on the 25-years of experience of Steinbeis-Europa-Zentrum. Steinbeis 2i supports the work of the Commissioner for Europe of Baden-Württemberg’s Minister of Economic Affairs, Labour and Housing and is the contact for regionally located companies, universities of applied research and research organisations. Steinbeis 2i is a partner in the Enterprise Europe Network funded by the European Commission with approx. 600 partners located in more than 60 countries. The Network aims to support companies in all questions related to innovation, research and technology transfer as well promoting the exploitation of European Commission-funded research results. Steinbeis 2i is one of 10 partners in the consortium working in Baden-Württemberg. The consortium is coordinated by Handwerk International Baden-Württemberg and other partners are the Ministry of Economic Affairs, Labour and Housing, bw-i and six Chambers of Commerce.

The overall project objective is to collaboratively address a common innovation support challenge, namely to facilitate and foster the participation of innovative SMEs in PCP – Pre Commercial Procurement (which steers the development of solutions towards concrete public sector needs, whilst comparing/validating alternative solution approaches from various vendors) and PPI – Public Procurement of Innovation (aimed at acting as launching customer / early adopter / first buyer of innovative commercial end -solutions newly arriving on the market).

The target group is represented by innovative SMEs, which can be the suppliers of innovative goods and services, and benefit by participating to PCP and PPI gaining new business opportunities and resources for the development of innovation and boosting their competitiveness on the market. However, they have no specific and effective support services increasing their awareness about these opportunities, informing and supporting them in the PCP/PPI procedures. Support services facilitating SMEs in participating to PCP/PPI can help firms with easier access to private third-party funding and to bridge the pre-commercialization gap for their innovative products and services
(i.e. first sales of technology). The Peer learning activity will serve to project partners to learn from the best and to share good and bad practices in support services to SMEs about PCP/PPI.
The realized Design Options Paper will serve as a “guide” or a “handbook” to other agencies and business support centres to provide similar and/or more focused services.

Activities

The specific objectives of innoPROCUR project are the following:

  • Identification and evaluation of good practices on how facilitating SMEs participation in PCP and PPI, to be transferred in SMEs innovation support local/national programmes. Thanks to the creation of a peer-learning group and the application of Twinning + methodology, the partners will identify the best practices and provide recommendations to the local/national policy makers/relevant stakeholders engaged in the definition of SMEs innovation support programmes at local/national level.
  • Establishment of a sustainable partnership among the involved organizations to engage in more frequent peer-learning activities. A MoU – Memorandum of Understanding will be undersigned by the partners at the end of the project, as the first step of an EU-based network of organizations aiming to foster, enforce and further develop PCP/PPI support services to SMEs.

To achieve these objectives the innoPROCUR project will facilitate the knowledge exchange among the
participants on the following matters:

  • Provision of support services to facilitate and foster the participation of innovative SMEs (which are agile and flexible enough to meet the specific needs of the public procurers) in European PCP/PPI.
  • Improvement of administrative and ‘back-office’ aspects in the management of innovation support programmes to SMEs.
  • Enhancement of qualitative procedures in identifying European PCP/PPI and inform SMEs on the basis of their specific skills and technological offer.
  • Identification of “good practices” among innovation agencies and intermediary organizations that have effectively supported SMEs in exploiting the opportunities offered by PCP/PPI.

The InnoMedia Final Conference took place in Karlsruhe, Germany between the 7-8 February 2018.  The conference was organized back-to-back with the Staff Exchange event of the UpGradeSME project funded by the European Commission under Horizon 2020. The final conference was organized to foster a debate on role and functions of SME innovation support agencies and on design and delivery of SME innovation support measures as well. The Conference also aimed at disseminating and exploiting the action final outcomes. The event included presentations, Q&A sessions and moderated discussions.
