JEUPISTE

The JEUPISTE project aims at promoting EU-Japan cooperation in Science, Technology and Innovation (STI) through supports to policy dialogues, deployment of bilateral information services, organisation of networking events focusing on specific technologies and/or societal challenges, operation of a help desk for EU-Japan collaborative projects (including advice and assistance in administration, liaison with the EC and Japanese funding organisations, partner search, etc.) and contribution to the development of human resources for collaborative projects.

General Objectives of JEUPISTE

Support the stakeholders of EU-Japan policy dialogues in STI with systematic collection of data, analysis and monitoring
Promote the EU-Japan STI cooperation through bilateral flow of information and networking activities on targeted areas
Facilitate the EU-Japan cooperative projects by providing assistance to researchers, administrators/managers and other RTDI players on practical and analytical aspects of EU-Japan cooperation, especially on the participation in Horizion2020 and mutual access to the programme.
Identify synergies and activities likely to be jointly undertaken between EU policies and programmes addressing Japan and also in the framework of other STI cooperation programmes and instruments such as Horizon 2020, Enterprise Europe Network (EEN), EU-Japan research networks, etc.

Specific Objectives of JEUPISTE

A) The actionable output coming from past and ongoing projects (J-BILAT, CONCERT-Japan, etc.) and the analysis and monitoring of EU-Japan cooperation in science, technology and innovation will allow to identify the appropriate cooperation areas where JEUPISTE is likely to offer the best combination of resources and funding tools in order to contribute to reinforce EU-Japan STI Cooperation.

B) The setup of a continuous and balanced communication channel between the EU and Japan and the support to the EU-Japan STI policy dialogue will provide the possibility to consistently adjust and fine-tune cooperation priorities in line with stakeholders’ policies and interests in a short- to mid-term perspective (e.g. during the lifetime of JEUPISTE and beyond). While not being an achievable goal per se in the project timeframe, the feasibility of establishing a joint liaison office for European research organizations serves to define the strategy for JEUPISTE, which is backed by the necessity to promote synergies of activities funded by various EU, national and regional players.

C) Bilateral dissemination activities (EU funds promoted in Japan and Japan funds promoted in the EU) will be tailored to the selected priority areas of industrial leadership and societal challenges, by the consortium of qualified members located both in the EU and Japan, leveraging their extensive experience and local networks in promoting and disseminating funding for cooperative RTDI. Dissemination formats will include web-based customized information portals, the organization of focused dissemination seminars and networking events. Wherever possible, the consortium will seek synergies with other relevant programmes, to maximize effectiveness and output.

D) Increased coordination among funding organizations and underlying programmes will be a key priority in order to facilitate the establishment of partnerships between actors in the innovation value chain, to further develop and encourage public-private partnerships, joint technology initiatives and academia-industry collaboration, thereby offering possibilities to broaden the scale, scope and effect of EU-Japan S&T Cooperation. Sustained coordination among funding organizations, with the ex-ante work by CONCERT Japan, will provide the impetus to promote twinning among research actors.

E) In line with J-BILAT, continuously increased effort will be made to offer helpdesk and training in order to develop a pool of knowledgeable human resources skilled in the administration of technical details underpinning EU-Japan cooperation, who are important and valuable contact points for sustaining cooperation in the long term and increase the number of cooperation-oriented projects.

F) A communication strategy consistent with the abovementioned project strategy will offer a coordinated approach to the efforts developed in parallel by the different WPs in JEUPISTE and will help promote and disseminate the added value of EU-Japan collaboration to the wider public.
